What it is

CoMP defines APIs for communication between content owners and AI systems that already have a license to access content. The v1 framework was finalized on April 28, 2026 after public comment.

The framework lets licensed AI systems request content, receive access tokens, and get packaged content from content owners. A separate agreement establishes the license, and separate traffic controls must block or admit bots. CoMP does not itself enforce compliance, create a marketplace, or define payment terms.
